The Treaty of Three Lakes

Preamble

In the interest of avoiding further bloodshed and preserving the peace between the Kindred and Garou, the undersigned representatives of the newly formed Mercer Island Sept and the Kindred of Seattle, hereby referred to as the Coalition of Seattle, enter into this accord to delineate territory, settle ancient grievances, and maintain the balance between our peoples.

Article I: Territorial Claim of the Coalition of Seattle

The Coalition of Seattle, under the authority of the leaders, clans, and coteries, shall hold uncontested claim to the city of Seattle proper and its suburbs to the north and south, including but not limited to Shoreline, Burien, Renton, Tukwila, and Lake Forest Park. The Kindred shall govern these territories with respect for the Accord and agree to refrain from expansion into Garou lands east of Lake Washington.

Article II: Territorial Claim of the Mercer Island Sept

The Mercer Island Sept shall retain exclusive sovereignty over the lands of Bellevue and all territory between Lake Sammamish and Lake Washington. This includes control of trails, wildlands, and umbral paths hidden to mortal senses. The Caern at Mercer Island shall be recognized as sacred and inviolable.

Article III: Non-Aggression and Respect of Boundaries

Both parties agree to a pact of non-aggression. Kindred may not interfere or claim dominion east of Lake Washington or on Mercer Island. Likewise, Garou shall not interfere in Kindred affairs west of Lake Washington, nor shall they disrupt Kindred Elysia, havens, or operations within Seattle and its outlined suburbs. Those Individuals who violate this treaty shall be subject to the mercy and judgment of the territory’s rightful owner, without guarantee of protection or reprieve from their elders.

Furthermore, the Kindred of Seattle will not knowingly engage in the destruction of natural spaces; in exchange, the Garou will divest themselves of all interests in the business classes of Seattle.

Article IV: Breach and Reconciliation

In the event of a gross breach of these terms, both parties shall convene on neutral ground to mediate. Repeated or grievous violations may be met with retribution, but only after due warning and attempted arbitration.

Article V: Duration and Renewal

This treaty shall remain in effect for 100 years from date of signing. Upon expiration both parties my opt to renew or renegotiate this treaty.
